Paul Carroll holds the NEBOSH General Certificate that is based entirely on Health and Safety legislation, both in a legal, civil and moral sense - effectively the duties that are bestowed on any Employer or Organization relating to the protection and safety of Employees, Sub Contractors and any member of the Public that may be affected by what they do as a business.
Paul’s NEBOSH qualification entitles him to membership of IOSH, The Institution of Occupational Safety and Health, which is the world’s leading professional body for people responsible for health and safety in the workplace. Paul holds Technical membership status. Paul Carroll not only holds this NEBOSH certificate, but also excelled and gained ‘Distinction’ in this field. The last section of this modular qualification looks deeply into the application of Health and Safety across all sectors of Industry - The needs for policies, risk assessments and safe working practice, how that is communicated throughout an organization and how the company involved can best mitigate against the risks that are presented when it comes to Health and Safety.
Paul’s extensive background in the live events industry means, not only can he offer the required technical knowledge in his field, but is also able to demonstrate the highest levels of competence in our industry. 15 year’s experience as Operations Manager for a leading events security company, running large scale events from 15000 capacity arenas through to Stadium sized shows enabled Paul to develop the necessary skills to excel in his field. A successful touring career with HSM followed, where Paul took on the role of Security Director for artists such as Rammstein, Pink, Kings of Leon and Kaiser Chiefs.
Essentially, in terms of application to an event, Paul can identify where the duties of the Organizer, Production or Tour Manager or Promoter would sit in terms or their legal responsibilities, help to establish best working practices, provide risk assessments and method statements to mitigate the risks associated with all aspects of the event. Paul would also be able to oversee working practice from start to finish to ensure risks to the client are controlled throughout.
Additionally, Paul can apply relevant legislation in terms of fire safety, electrical safety, noise and environmental risks etc. - all of which have potential risks to the you, the client, as well as adding further support in licensing issues, applications etc. should this ever be required.
A further service Paul and HSM can provide could be in collaboration with other stakeholders at an event in establishing Emergency Liaison Teams, providing written process documents to enable safe emergency procedures in collaboration with HSM qualified Crowd Managers and looking specifically at how these procedures would sit legally in the event of an accident or injury occurring at an event.
Currently Paul Carroll is working on his Diploma which will be completed by end of July this year. It is run by an organization called the ‘National Compliance and Risk Qualifications’ - its a Level 6 Diploma in Applied Health and Safety. This qualification looks more specifically at the application of Health and Safety legislation in any given environment - essentially being able to identify and address risks in any situation and mitigate against them.
Once completed, Paul would qualify for the Chartered Membership program with IOSH - something that is again globally recognized. The UK, as you know, are widely thought of as the global leaders in Health and Safety best practice. Chartered Membership is a 2-year process - from a qualifications perspective, the highest entry level to IOSH is Graduate Level, which Paul will be awarded once the Diploma is complete.
Paul has also obtained membership to the IIRSM - The International Institute of Risk and Safety Management, a global organization for Safety Professionals which is also recognized at the forefront of Health and Safety globally.
